Captain Zuniga joined the Nogales Police Department on December 03, 1990 and attended the Arizona Law Enforcement Training Academy in Tucson, Arizona.  Upon graduation, he was assigned to the Patrol Division until April 1995. As a Patrol Officer he served as an Officer, Special Response Team member and Hostage Negotiator.

On June 2, 1995.  He was assigned to the Santa Cruz County Metro Task Force, where he eventually became the Lead Investigator, assisting the Supervisor overseeing the operations of the Santa Cruz County Metro Task Force.

On November 1, 1999, he was reassigned as a Lead Detective with the Criminal Investigations Division, and assisted in the supervision of Detectives and case loads within the Division.

On September 14, 2001, he was promoted to the rank of Sergeant assigned to the Patrol Division.

In 2003, he was reassigned to the administrative staff as the Administrative Sergeant for the Nogales Police Department. 

On March 25, 2005, he was promoted to the rank of Lieutenant overseeing the Criminal Investigations Division.

On September 10, 2007, he was promoted to the rank of Captain, overseeing Operations, which consist of the Communications Division, Criminal Investigations Division and the Patrol Division.
